The Heard 28 is a heavy displacement cruising yacht with a GRP hull on the traditional lines of a Falmouth Working Boat. Although heavy, these yachts carry a lot of sail and a long bowsprit, and are surprisingly fast. This well kept one owner example has cruised from Falmouth to the Mediterranean and back, going south by the Biscay coast and the Canal du Midi, and returning via the Rhone. She has a short coachroof, giving 6 ft headroom in the saloon, and the mast is in a tabernacle for ease of lowering.

The Heard 28 design is based on a GRP mould taken from a carvel-built Falmouth Working Boat called "Saint Melorus", that was designed by Percy Dalton for boatbuilder Terry Heard of Mylor, Falmouth, Cornwall. The Falmouth Working Boats are open gaff cutters used for oyster dredging in winter in the Truro River and the River Fal. All these working boats have no engines, as dredging under power is banned in the area. Some of these working boats are wooden and over 100 years old, though some are recently built on the same GRP hull mouldings as the Heard 28 cruiser. In summer out of oyster season the working boats race regularly.

Over the years a number of wooden working boats have been converted to yachts, with engines fitted and cabins or cuddys added, and as well as fitting out the GRP hulls as open boats for working and/or summer racing, Terry Heard built a number of boats with cabins. These were marketed as Heard 28s, by his and his son Martin Heard's Gaffers & Luggers boatyard at Tregatreath.

The GRP hulls are heavily laid up with 15 oz per sq ft glass on the topsides and 24 oz per sq ft on the keel, stem and stern areas. 5 tons of steel punching ballast is encapsulated in the keel over it's full length. The deck is ¾" ply glued and fastened to the beams then sheathed with GRP. The mast and spars are Columbian Pine. Most Heard 28s have a keel-stepped mast, but this yacht was fitted with a deck-stepped mast in a hinged tabernacle to allow lowering.

Almost every Heard 28 is slightly different: these are not standard production boats. This hull has the most common "short coachroof" with a non-standard interior layout designed by the owner. The interior has 6' 0" headroom aft, slightly reducing to 5' 11" in the fore part of the saloon and in the heads and forecabin. There are two 6' 3" "crossover" berths in the forecabin. The heads compartment is to starboard, and in the saloon there is a single 6' 3" settee to port, and a U-shaped settee with drop-down table that can form a double berth 6' 3" long by 4' 6" wide. Mounted on the bulkhead by the galley is a removable timber frame that can support a canvas pipe cot above the saloon double to form an occasional extra berth if needed.
